Mr. Summers is a former Provincial Director/CEO of Legal Aid NL – having retired from that position in late 2019. He started work with Legal Aid NL in 1990 as a Staff Solicitor doing Refugee law, Administrative Law and Family Law cases. Eventually he moved into the administration of the agency in 2007.

Graduating from Memorial University in 1976 with a B.A (Hons) in History, Mr. Summers entered law school at Queen’s University where he obtained his LL.B . After articling in Ottawa he practiced law in Ottawa and then Toronto until lured back to Newfoundland and Labrador by the offer of a position with the Legal Aid Commission.

In addition to practicing law, Mr. Summers has been much involved with refugee and immigration advocacy. He served for 13 years on the Executive of the Canadian Council for Refugees (an umbrella group of over 180 immigrant and refugee serving agencies) – several years as President. He has also been involved in working to give legal aid plans in this province and the rest of Canada more secure funding and a higher profile. He was Chairperson of the Association of Legal Aid Plans of Canada for a number of years before his retirement.
